يعيش أبناء التجمعات السكانية الفلسطينية في مسافر يطّا في حالة من الخوف الدائم. ففضلا عن التهديد بهدم منازلهم يواجهون العنف على يد المستوطنين الذين يستوطنون في بؤرة استيطانية قريبة منهم، حيث يغلقون الطرق في المنطقة ويعتدون على الرعاة ويضرمون النار في أكوام القش والمراعي، ويقوضون الأمن المادي لهؤلاء السكان، ويؤثرون سلبا على صحتهم العقلية والنفسية والاجتماعية، ويتسببون في تدني معيشتهم ويزيدون من اعتمادهم على المساعدات الإنسانية، بحسب ما أفاد به مكتب تنسيق الشؤون الإنسانية في الأرض الفلسطينية المحتلة.
وأوضحت ورقة حقائق جديدة أصدرها مكتب تنسيق الشؤون الإنسانية اليوم، أن 215 أسرة فلسطينية مؤلفة من نحو 1,150 فردا، من بينهم 569 طفلا، تسكن في منطقة مسافر يطّا، جنوب الضفة الغربية المحتلة، في هذه الآونة.
ويتعرّض السكان لخطر الإخلاء لأنهم يقطنون في “منطقة إطلاق نار بصورة غير قانونية” – إذ صنّفت السلطات الإسرائيلية في ثمانينيات القرن الماضي جزءا من مسافر يطا جنوب جبل الخليل كمنطقة “إطلاق نار 918” وهي عبارة عن منطقة عسكرية مغلقة. ومنذ هذا التاريخ يتعرض السكان لخطر الإخلاء القسري والهدم والترحيل القسري.
وما عاد لقريتي خربة صارورة وخروبة وجود بعد هدم المنازل فيهما.
إخلاء بالقوة
وفي عام 1999، أصدرت الحكومة الإسرائيلية أوامر إخلاء لنحو 700 فلسطيني من سكان مسافر يطّا، بسبب “السكن في منطقة إطلاق نار بصورة غير قانونية” ونتيجة لذلك، أخلى الجيش الإسرائيلي معظم هؤلاء الفلسطينيين بالقوة ودمّر منازلهم وممتلكاتهم أو صادرها.
ولا تزال التجمعات السكانية في مسافر يطّا تتعرض لعدة موجات من عمليات الهدم وأوامر الهدم منذ عام 1999، بما فيها القرى الواقعة خارج منطقة إطلاق النار.
وفي التماس رُفع إلى محكم العدل العليا في 2012، أعاد الجيش الإسرائيلي تأكيد حقه في إخلاء ثمانية تجمعات من أصل 13، مع إتاحة الإمكانية لهم للوصول إلى أراضيهم لزراعتها والرعي فيها في أيام نهاية الأسبوع وخلال العطل اليهودية دون غيرها….

Residents of the Palestinian communities in Masafer Yatta live in a state of constant fear. In addition to the threat of demolishing their homes, they face violence at the hands of settlers who settle in a nearby outpost, blocking roads in the area, attacking herders, setting fire to hay and pastures, undermining the physical security of these residents, negatively affecting their mental, psychological and social health, and causing a decline in their livelihoods and increase their dependence on humanitarian aid, according to the Office for the Coordination of Humanitarian Affairs in the Occupied Palestinian Territory.
A new fact sheet issued by the Office for the Coordination of Humanitarian Affairs today revealed that 215 Palestinian families, comprising about 1,150 individuals, including 569 children, are currently living in Masafer Yatta, in the south of the occupied West Bank.
Residents are at risk of eviction because they reside in an “unlawful firing zone” – in the 1980s the Israeli authorities classified part of Masafer Yatta, south of Mount Hebron, as a “firing zone 918” which is a closed military zone. Since this date, the population has been at risk of forced eviction, demolition and forcible transfer.
The villages of Khirbet Sarourah and Khirbah and Judd did not return to the villages after the demolition of the houses in them.
Forced eviction
In 1999, the Israeli government issued eviction orders to approximately 700 Palestinian residents of Masafer Yatta, for “dwelling in an illegal firing zone.” As a result, the Israeli army forcibly evicted most of these Palestinians and destroyed or confiscated their homes and property.
Communities in Masafer Yatta have been subject to several waves of demolitions and demolition orders since 1999, including villages outside the firing zone.
In a petition to the High Court of Justice in 2012, the Israeli army reaffirmed its right to evict eight of the 13 communities, with access to their lands to farm and graze on weekends and during Jewish holidays exclusively….
