أصدر مكتب الأمم المتحدة لحقوق الإنسان اليوم تقريرين عن “أحداث مقلقة للغاية” في جمهورية أفريقيا الوسطى. يوضح أحدهما بالتفصيل هجوما وحشيا منظما شنّته ميليشيات موالية للحكومة على إحدى القرى، بينما يصف الثاني كيف ارتكبت جماعات مسلحة معيّنة أعمال عنف جنسي متكررة بطريقة منهجية وواسعة النطاق.
ويستند تقرير مكتب الأمم المتحدة لحقوق الإنسان إلى تحقيقات أجراها قسم حقوق الإنسان في بعثة الأمم المتحدة المتكاملة المتعددة الأبعاد لتحقيق الاستقرار في جمهورية أفريقيا الوسطى (مينوسكا).
يصف التقرير الأول كيف نفذت ميليشيا مكوّنة من مقاتلين كانوا في السابق جزءا من ميليشيا تُعرف باسم “أنتي بالاكا” هجوما على قرية بويو في محافظة أواكا في الفترة الواقعة بين 6 إلى 13 كانون الأول/ديسمبر 2021.
ويخلص التقرير إلى مقتل ما لا يقل عن 20 مدنيا، واغتصاب خمس نساء وفتيات، وإحراق ونهب حوالي 547 منزلا، وإجبار أكثر من ألف قروي على الفرار.
وقالت مفوضة الأمم المتحدة السامية لحقوق الإنسان، ميشيل باشيليت: “أدين بشدة هذه الأعمال المروّعة. يجب على الحكومة وضع حدّ لجميع الانتهاكات، سواء من قبل قواتها أو الميليشيات الموالية للحكومة أو المتعاقدين العسكريين الأجانب الخاصّين، ومحاسبة جميع المتورطين بشكل مباشر وغير مباشر.”

The United Nations Human Rights Office today released two reports on “extremely disturbing events” in the Central African Republic. One details a brutal organized attack on a village by pro-government militias, while the second describes how specific armed groups committed repeated sexual violence in a systematic and widespread manner.
The UN Human Rights Office report is based on investigations by the Human Rights Section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).
The first report describes how a militia made up of fighters who were formerly part of a militia known as “Anti-Balaka” carried out an attack on the village of Buyo in Awaka Prefecture from 6 to 13 December 2021.
The report concludes that at least 20 civilians were killed, five women and girls were raped, 547 homes were burned and looted, and more than a thousand villagers were forced to flee.
“I strongly condemn these horrific acts,” said UN High Commissioner for Human Rights Michelle Bachelet. “The government must end all abuses, whether by its forces, pro-government militias or private foreign military contractors, and hold all those directly and indirectly implicated to account.”
